Summer is the window for a rooftop swim in Kansas City, with June to August the best three months. All three hotels we found with a roof pool are listed here, and two sell day passes to non-guests. The third hasn't published its access rules.
Our first pick is The Fontaine in West Plaza: a rooftop deck with a bar, cabanas that seat up to six, and a $30 weekday ResortPass for non-guests. The cheaper way up is Sheraton Crown Center, where a $20 ResortPass covers a full day at a heated outdoor pool.

Where to stay: Kansas City's rooftop pools by area
Downtown
Downtown has density and activity, though it can feel transactional, built around events, business movement and nightlife spikes. Sheraton Crown Center and Crowne Plaza Downtown are both listed here.
Cheaper ways to swim in Kansas City
Kansas City's public pools are the budget route if you don't need a roof. Line Creek Community Center Pool and Gorman Pool are outdoor KC Parks pools, but we don't have adult admission prices for either.
Line Creek Community Center Pool. Named in the sources as an outdoor KC Parks pool that Springs pass holders can use. The sources do not give its location or an adult admission price, so I can't confirm it is in the Northland from them.
Gorman Pool. Named in the sources as an outdoor KC Parks pool. The sources do not give its location or an adult admission price.
Grove Park Pool. Listed in a search snippet among the best swimming pools in Kansas City, MO. The snippet does not say whether it is outdoor, its location, or its admission price.
Hotels you might expect here, and why they're not
Two hotels people expect here have no rooftop pool: Crossroads Hotel, whose Percheron is a rooftop bar, and The Truitt.
Crossroads Hotel. The hotel's own pages describe Percheron as a rooftop bar with city views, but none mention a swimming pool on the roof or anywhere else. Per the rules, a rooftop bar without a pool is not-rooftop.
The Truitt. None of the sources describe a swimming pool at The Truitt. The Tripadvisor, Google Maps, and TravelDeals pages mention no pool. The only pool wording is a Google hotels snippet ("Polished hotel with indoor pool & dining") that sits among other hotels' listings and cannot be attributed to The Truitt, so no rooftop pool is confirmed.
